Since the result is a real number the degrees of numerator and denominator must be same.

\small \Rightarrow a-3=0\Rightarrow a=3

\small \frac{-4}{b-2}=4

\small b-2=-1\Rightarrow b=1.

\small \Rightarrow a+b=3+1=4.
