Make a rate pie for both Runner X and Runner Y. Runner X goes the 18-mile distance in 6 hours, so the speed is 18/6=3 miles per hour. Runner Y finished 2 hours earlier, in 4 hours, so the rate is \small \frac{18}{4}=4\tfrac{1}{2}  miles per hour. Finally,  \small 4\tfrac{1}{2}-3=1\frac{1}{2}  which is (B).
